Next Meeting Tuesday Feb. 9

The February meeting of the South Carroll Republican Club will be held on Tuesday, February 9th, 2016 at Ledo's Pizza in Eldersburg.  The speaker for the meeting will be S. Wayne Carter, Jr. the Editor-In-Chief of the Carroll County Times.  Dinner will be at 6:00PM and the meeting will start promptly at 7:00PM

Mr. Carter will speak for about 20 to 30 minutes and then take questions.  Mr. Carter's speech and questions/answers will be ON THE RECORD.  During this time anything he says or anything said to him maybe used for publication.  If club members wish to speak to Mr. Carter off the record they can do so when questions/answers are concluded.

The first 20 members will receive a scratch off lottery ticket.  Since February is Valentine's month, the first five ladies will receive a rose.  One lucky lady will win a Valentine's package of a bouquet of flowers, chocolates, and a Bath and Body Works hand lotion.

Anyone wishing to join the club can pay $10 in dues.  The club has a page on Facebook.  Please like the club page on Facebook.

Next Meeting Tuesday January 12

The South Carroll Republican Club will hold its monthly meeting on Tuesday, January 12, 2016 at Ledos Pizza in Eldersburg.  The meeting will begin at 7:00PM.

The featured speaker for the meeting will be Allan Ellis, host of the radio show "The Outdoorsman" on Saturday mornings on 680 WCBM.  Allan will speak about hunting and fishing and the great outdoors as well as organized hunters and what they are doing in Annapolis to ensure hunters' freedom to hunt.

All club members past and present are asked to attended to help the club start the year off with a great meeting and pay $10 dues with check or cash.

In addition all members are asked to bring a one dollar or five dollar bill for the raffle to benefit the club.  The prize will be a large Yankee Candle.

The first 20 club members to arrive will receive a scratch-off lottery ticket.

Republican Central Committee Report For SCRC Members

Earlier this year, the members of the South Carroll Republican Club voted for members of the Carroll County Republican Central Committee to submit a report to the club chronicling the events and outcome that unfolded during the senate and delegate appointments process which began when Senator Joe Getty resigned to join the administration of Governor Larry Hogan.  Current CCRCC member and SCRC Vice President Larry Helminiak has written the following for all club members, and has asked that the Maryland Court of Appeals ruling serve along with his statement below as the CCRCC report to the club.


From SCRC Vice President and CCRCC member Larry Helminiak:


"For months I have been asked to give a report on the situation regarding this year’s disagreement on the appointments of the Senate Seat and House Seat . The issue was quite simple.   The Maryland Constitution, Article III, Section  13, in part says

In case of death, disqualification, resignation, refusal to act, expulsion, or removal from the county or city for which he shall have been elected, of any person who shall have been chosen as a Delegate or Senator, or in case of a tie between two or more such qualified persons the Governor shall appoint a person to fill such vacancy from a person whose name shall be submitted to him in writing, within thirty days after the occurrence of the vacancy, by the central committee of the political party

After the majority of the central committee voted to send three names to the Governor, three members sued the officers of the central committee, holding that sending in more than one name violated the above section of the Constitution. The case was first heard in January, in Carroll County Circuit Court before Judge Hecker.   He concluded that the word FROM constitutes a PLURAL, and the committee was not limited to sending in only one name. The plaintiffs then appealed to the Maryland Court of Appeals, which was heard on March 2nd. 

I submit the 23 pages that constitute the ruling by the Maryland Court of Appeals which was held on March 2nd, and sent out in writing in late August.  I suggest that you read all 23 pages; but I give you the one paragraph conclusion: 

CONSTITUTIONAL INTERPRETATION  -  MARYLAND CONSTITUTION  -  ARTICLE III, SECTION 13 (a)(1)  -  APPOINTMENT TO FILL A VACANCY IN AN ELECTED OFFICE    -  Article III, 13 of the Maryland Constitution provides that if there is a vacancy in the General Assembly , “the Governor shall appoint a person to fill such vacancy from a person whose name shall be submitted to him in writing” by the party central committee.  This constitutional provision imposes a duty on the Governor only, not on the party central committee.  Therefore, the provision’s use of the phrase “from a person whose name shall be submitted” does not require a party central committee to submit only one name to the Governor to fill a vacancy in the General Assembly.  Instead, a party central committee may submit to the Governor multiple names to fill a vacancy, and the Governor must appoint a  person from among those whose names were submitted.


So the decision of the Circuit Court of Carroll County and the unanimous decision of the Maryland Court of Appeals found that the Central Committee acted within the law.  Those that tried to overturn the will of the central committee by filing a lawsuit ended up costing themselves and the state Republican Party a lot of money and ultimately have set a legal precedent for all central committees around the state to be able to choose to send one name, multiple names, or even no name." - Larry Helminiak

South Carroll Republican Club Supports The Fourth Governing Principle

At our February 2015 meeting, the members voted to have the club President Joe Leeman send an email to the Board of Carroll County Commissioners expressing the club's support of the Governing Principles established by the previous Board of Commissioners.  Specifically, the club desired to express its support for the Fourth Governing Principle stating that the commissioners will work to reduce property taxes.  Per the club's request, President Joe Leeman sent the following email to each of the county commissioners:

Dear Commissioners:
The officers and members of the South Carroll Republican Club wish to express their support of the efforts made by the previous Board of Commissioners to cut property taxes.  The officers and members also wish to express their support for the ten Governing Principles set forth by the previous board, notably the fourth principle concerning property taxes.


There have been reports that some members of the current Board of Commissioners may wish to repeal the fourth governing principle.  We ask of all of you that you stand firm in keeping taxes low and honor the Republican Party platform promise of lower taxation by keeping the Governing Principles as they are currently.  We understand if the county may have reached a point when additional tax cuts are no longer economically feasible, but the club stands wholly opposed to raising any taxes.


The club wishes all of you the best in leading Carroll County.  Being a county commissioner is often a tough and thankless job.  We would also like to extend the opportunity to each of you to come speak to the club at your convenience.  We meet at Ledo's Pizza, 577 Johnsville Road in Sykesville (at the corner of Route 32 and Johnsville Road).  Come to order dinner starting at 6PM, the meeting starts at 7PM.  The club members would enjoy hearing from each of you.
